The two problems obsessing globally sustainable development are energy consumption and environmental issues, which are also the strategic focus of China in terms of economy. In building related field, excessive energy consumption causes environmental problems. Thus, energy conservation in buildings is a very important issue nowadays. One approach to do this is the adoption of Energy Cost Allocation (ECA), which stimulates the initiative of building residents to saving energy by the rule of “using less, paying less”.
