This study contains quantitative methods to account for national energy use. Based on these models, an analysis has been made of energy consumption, efficiency and savings in China in the period 1980–94. Our study supports the conclusion that the energy efficiency has improved since China’s economic reform. However, the statistical system used in China is not sound. Greater attention must be paid to the management of small coal mines.
